As states expand the use of surveillance technologies, digital ID systems, AI, and data sharing across healthcare, immigration, and public services, personal information is increasingly being used to monitor, target, and criminalize communities. This session will examine how growing threats to privacy and data protection are fueling the criminalization of healthcare, particularly reproductive and gender-affirming care, while creating new risks for immigrants, patients, providers, and marginalized communities. Participants will explore policy solutions, cross-movement strategies, and state-level actions to protect civil liberties, healthcare access, and human rights in an era of expanding digital surveillance.

About the Speaker:

Rindala "Rin" Alajaji (she/her) is the Associate Director of State Affairs at the Electronic Frontier Foundation, primarily focused on state legislation impacting digital privacy, surveillance, reproductive rights, and free expression. Prior to joining EFF, Rin worked to advance and defend civil rights and education justice policies in state legislatures as Equality Florida's Public Policy Manager and GLSEN's State and Local Policy Manager. She is a graduate of Columbia University's Human Rights Studies M.A. program, and holds a B.S. in Applied Psychology and Global Public Health from New York University.
