The Transportation Security Administration (TSA) was established in response to the attacks on September 11 as a division of the Department of Transportation. In 2003, it was folded into the newly-created Department of Homeland Security. While the TSA is most widely known for its nearly 50,000 Transportation Security Officers — the screeners who conduct security checks at airports — it's an expansive and far-reaching organization with an annual budget of over $8 billion. Although the agency is required by law to be transparent about its screening procedures by holding notice-and-comment rulemaking procedures, it has repeatedly failed to do so.
