The director of National Intelligence, James Clapper, and the deputy director of the NSA, Frances Fleisch, filed formal statements late Friday in a long-running lawsuit brought in California by the Electronic Frontier Foundation, a civil liberties group.

In its lawsuit, the EFF has charged the government created a communications dragnet that conducted surveillance on "practically every American who uses the phone system or the Internet."
