"I think it's very hard to live in a democratic society if you think your government is surveiling you all the time," said Jennifer Lynch of the Electronic Frontier Foundation.

Lynch pointed out that many police departments have had cameras on helicopters and other agencies can intercept cellphones and text messages, but an unmanned system is different.

"We haven't seen all this technology in one place on a device that can fly surreptitiously, so it is new and we are dealing with new issues," said Lynch.
