The only military organization within the Department of Homeland Security, the Coast Guard (USCG) was created in 1790 to safeguard U.S. marine interests, including both security and stewardship. It has domestic and international jurisdiction and can be transferred to the Department of the Navy by Congress during times of war or at any time by presidential order. It may conduct military operations under the Department of Defense or the president, and it plays a primary role in maritime search and rescue missions, maritime law enforcement (including drug smuggling and immigration), maritime national response to environmental threats (such as oil spills), and other maritime safety and security matters.
