States and localities had largely been on the sidelines of Internet Policy 1.0. Over the last several years, states and localities have aggressively moved in regulating all manner of Internet services that appears to be a trend. From regulations around the so-called gig economy to privacy rules like CCPA, all manner of rules are emerging from localities. Our panel will look at the ascendance the cities and states in regulating formerly federal issues such as smart cities, net neutrality, autonomous vehicles, artificial intelligence, and even electric scooters.
