I think what what we are going to need is the official hourly
net.traffic.report:

Broadcast storms in the Cthulu backbone, best to avoid, looks like
there's been a router accident on 173.92 and traffic is backed up for
at least 1200 msecs. Clear sailing on the Mbone but you may want to
avoid the big concert tonight from 8-9PM GMT (sound of a helicopter in
whirring in the background.) On the international front we have
reports of a real-time data visualization going on between CERN and
the Pittsburgh SuperComputer Center that might make you want to think
twice about that TransAtlantic FTP, great bandwidth throughout almost
all of Southeast Asia and on out to Australia. Japan is just ending
their work day so we expect traffic to let up any minute there. That's
